Overcoming Language Barriers in Investigations
In the United States, ethnic diversity continues to grow, not only in urban areas but in rural areas as well. While immigration accounts for part of the rise, a larger portion of the rise in racial and ethnic minorities can be attributed to “natural growth,” where birth rates are exceeding death rates.
With the rise in cultural diversity, an influx of new languages is happening in many communities. A blog on Telelanguage, states that as of 2013, more than 1 in 5 U.S. citizens speaks a language other than English in their home. The blog cites the 2016 American Community Survey, conducted by the United States Census Bureau, saying languages spoken at home with at least 1 million speakers include:
- Spanish – 40.5 million
- Chinese (including Mandarin and Cantonese) – 3.4 million
- Tagalog (including Filipino) – 1.7 million
- Vietnamese – 1.5 million
- Arabic – 1.2 million
- French – 1.2 million
- Korean – 1.1 million
For law enforcement, foreign languages present an additional challenge when trying to review digital data during an investigation. With people communicating in such a wide assortment of languages, having someone on the investigative team who can read and understand the potential digital evidence in a language other than English is not always feasible.
