2025 Impact: Cellebrite and The Exodus Road Empower Global Law Enforcement to Rescue 437 Survivors and Arrest 139 Traffickers
A Strategic Partnership that Goes Beyond Technology
In the first half of 2025, Cellebrite’s partnership with The Exodus Road (TER) is delivering results in the fight against human trafficking and child exploitation. Powered by cutting-edge technology like Inseyets, Pathfinder and SmartSearch, this collaboration is enabling law enforcement to accelerate investigations, rescue victims and bring traffickers to justice, proving that technological innovation can be both mission-critical and mission-driven.
Global Impact by the Numbers
- 437 survivors rescued
- 1,479 officers trained across 56 regions
- 139 traffickers arrested
- 105 law enforcement agencies equipped
From Brazil to Colombia to Thailand, Cellebrite’s technology and training are empowering police units to pursue traffickers with renewed precision and urgency.
Real-World Investigations: From Obscured Evidence to Open-and-Shut Cases
A 38-year-old man, already convicted of child rape, now faces additional charges after investigators found child sexual abuse material (CSAM) hidden across numerous cloud accounts and apps. Cellebrite solutuions uncovered thousands of files and mapped the suspect’s connection to 553 online groups, resulting in charges of possessing and distributing CSAM. Technology turned overwhelming data into actionable evidence.
Operation Libertatis (Brazil)
In March 2025, Cellebrite played a critical role in dismantling a transnational criminal enterprise operating four clandestine factories where counterfeit cigarettes were being illegally made and distributed. Investigators freed 70 Paraguayan workers, who were promised employment in garment manufacturing. Instead, they were made to work 12-hour shifts seven days a week in deplorable conditions without basic hygiene, open sewage and infested by animals. Digital forensics helped expose communications and operational links across the network.
Training Elevates Capacity and Confidence
In six months, 1,479 law enforcement officers were trained in Cellebrite technology through live and virtual programs, such as the TraffickWatch Academy. These sessions are building confidence and standardizing investigative approaches across borders.
Countries like Colombia (660 officers trained) and Brazil (701 officers trained) are now building stronger, more tech-savvy investigative units. This leads to faster case resolution, more accurate evidence collection and greater overall impact.
Survivor Support Beyond Rescue
Technology may drive rescues, but recovery requires a holistic approach.
Since January:
- 116 survivors received post-rescue support
- 88 received legal assistance
- 127 accessed mental health and case management
- 15 enrolled in educational or vocational programs
Strategic Return on Impact
This partnership is more than a philanthropic gesture; it is a strategic, mission-aligned collaboration that delivers value for both organizations. Together, Cellebrite and The Exodus Road are advancing humanitarian outcomes while also driving shared goals. The collaboration positions both partners as leaders in the fight against human trafficking, expands global visibility among law enforcement and government stakeholders and creates high-impact opportunities for joint engagement, such as the upcoming National Digital Safety Summit. Most importantly, the measurable outcomes and real-world impact strengthen the credibility and purpose behind this alliance.
A Model for Public-Private Partnership
The Cellebrite–Exodus Road collaboration illustrates how tech companies can serve as force multipliers for frontline organizations. It’s a scalable, repeatable model for what’s possible when innovation meets intent.

Looking Ahead
As 2025 continues, the partnership shows no signs of slowing. With more operations planned, more officers to train and more survivors to support, Cellebrite and The Exodus Road are proving technology can be a powerful ally for justice.
