Digital evidence provides us with both incredible benefits and significant challenges – helping to resolve cases yet creating overwhelming amounts of data and backlogs. But while accepted standards exist in other areas of forensic sciences, digital evidence policies are still not fully matured.

How do we manage digital evidence to ensure compliant, defensible, and reliable investigations? And can we do it while accelerating time to evidence?

Many solutions claim to help, yet only address one part of the problem: storage. The full problem includes lack of standardized, defensible and auditable processes that also enable faster access to actionable evidence.

  • James Adams PCPA Accreditation Program Coordinator; Former Chief of Police, Upper Allen Township

    James Adams has an impressive 42 years of experience, including 17 years as Police Chief at the Upper Allen Township Police Department. He was one of the first EMTs in Cumberland County after he signed on to become a volunteer firefighter in Mechanicsburg at the age of 16. He later joined Upper Allen Township after he earned an associate degree in criminal justice. While working full time, James taught criminal justice at HACC for 11 years as an adjunct professor. He also holds a bachelor’s degree in criminal justice and a master’s degree in public administration and is a graduate of the 173rd FBI National Academy. Now retired, he is the Pennsylvania Chiefs of Police Association Accreditation Program Coordinator.

  • Katherine Hansen Director, Digital Evidence Unit & Senior Deputy District Attorney; Denver DA's Office

    Katherine (Cathee) Hansen has over 27 years’ experience as a prosecutor, both at the appellate and trial court levels, with an expertise in Fourth Amendment law. As Director of the Digital Evidence Unit of the Denver District Attorney’s Office, she is a subject matter expert in digital evidence and provides assistance and training to law enforcement and prosecutorial agencies as well as federal task forces. She is a member of SWGDE, AAFS (Digital and Multimedia Section), and ASTM (Digital and Multimedia Section). She is also the project manager for two federal grant projects involving digital evidence and prosecutor training in the area of digital evidence.

  • Scott Montgomery Law Enforcement Leader, AWS Justice and Public Safety Team; Former patrol officer, SWAT Sniper & field trainer

    Scott Montgomery is the leader for law enforcement and School Safety on the AWS Justice and public safety team which serves the men and women of this very important industry. Prior to embarking on his career with AWS he was one of those individuals that he now serves. Scott was a police officer for two different agencies over his 13-year career. During his time in law enforcement Scott was not only a patrol officer but a SWAT Sniper, an expert in recognizing drivers under the influence of drugs, a field trainer for new police officers and the guy that got called out in the middle of the night to reconstruct very serious, felony level crashes. Scotts passion runs deep for law enforcement as he has lived his entire life around police work as his father before him was a police officer for 44 years. His initial reason for leaving police work was to find a way to use technology to better the career that he loves so much. He got his first shot at that working for Microsoft and building out a program called the Microsoft Patrol Car.  Scott has never been afraid to try new things. He was an entrepreneur back in the 90s as he owned and ran 5 coffee shops in Boise, ID.

  • Moderator: Ryan Parthemore Subject Matter Expert, Cellebrite; Former Technical Lab Lead, Cumberland County DA's Office

    Ryan Parthemore joined Cellebrite as a SaaS evangelist following his extended tenure within law enforcement. A veteran in the industry, Ryan has over 20 years of experience as a patrol officer, detective, and technical lead in a government digital forensics laboratory. During his time in law enforcement, Ryan has completed hundreds of hours of training in digital forensics, performed thousands of digital forensics examinations, represented his unit through ANAB ISO 17025 accreditation, and testified as an expert witness in state and federal court. Ryan moved to Cellebrite to utilize his expertise to help others in law enforcement find more effective ways to resolve cases.
