Human trafficking is taking on new, alarming forms across Asia-Pacific. Among the most pressing threats today are scam compounds: organized criminal operations where victims are lured online through false promises, only to be trapped and forced into fraudulent online activities. These compounds are spreading rapidly across the region, creating a complex challenge that crosses borders and overwhelms traditional investigative approaches.

    Shigeru Yotoriyama is a retired Senior Commissioner of the National Police Agency (NPA) of Japan. After leaving the NPA, he got invited to Waseda Institute of the Policy of Social Safety, Waseda University (Tokyo, Japan) as Research Fellow. Yotoriyama is a graduate of Faculty of Law, the University of Tokyo ’86 (LL.B.) and John F. Kennedy School of Government, Harvard University ’92 (Master in Public Administration).

    Hayley Van Loon is the CEO of Crime Stoppers International and has nearly 20 years of experience in intelligence and protective security across Australia, the USA, and international arenas.
    At Crime Stoppers International, she leads a global network spanning 33 countries, tackling transnational organised crime and its links to financial crime, child exploitation, wildlife trafficking, online harm, narcotics, illicit tobacco, and trafficking in people. She works closely with governments, law enforcement, and the private sector to build partnerships that improve public safety and provide trusted, anonymous reporting channels worldwide.
