Today, the Iceland District Prosecutor’s Office uses AI-powered Cellebrite tools to investigate financial crime, tracing illicit funds across multiple mobile devices and mapping the connections between suspects. That capability grew from a very different starting point. 

The global 2008 financial crisis triggered catastrophic economic and political turmoil in Iceland, resulting in the appointment of a special prosecutor’s office charged with investigating the collapse of the country’s major banks. At its inception, the office’s digital landscape was vastly different from today’s mobile-first world. 

“We didn’t have any real smartphones at that time. More or less, everything was in email,” notes Heiðar Þór Guðnason, a specialist in computer and phone forensics at the Iceland District Prosecutor’s Office. 

To address the sheer magnitude of the financial investigation, the office was built from the ground up to handle massive volumes of data, specifically designing systems capable of managing emails and standard office documents. This initial infrastructure laid the groundwork for the agency’s evolution in digital forensics. Today, the office is tasked with handling high-profile financial crimes and serious offenses across the country. 

The Mobile Movement  

As criminal methodology evolved, so did the agency’s technological requirements. Early in its history, a case involving a mobile phone required immediate attention and independent investigation. The District Prosecutor’s Office collaborated with the Metropolitan Police, deploying Cellebrite’s collect and review suite of technology, now known as Cellebrite Inseyets, to meet the challenge. 

While the office began with single-user solutions, the caseload has shifted significantly, with most investigations now involving mobile devices. The agency adheres to a strict philosophy regarding the neutrality of data. 

“Sometimes people don’t want to tell you anything. Then you need to rely on the data and use the data to build your case. The key thing here is to utilize the information that lies in the data… It assists you to make a decision of whatever story was told in the interview is true or false,” the office’s forensic specialist explains. 

Crucially, the agency leverages this technology not just for conviction, but for justice in its purest form. Digital evidence frequently plays a vital role in exonerating individuals. “If you have someone who is under suspicion of doing this or that, and then you find data that says it was not true, then, that is also the close of your case”. 

Adopting Advanced Analytics  

As the office’s caseload expanded, the need for advanced solutions to piece together digital evidence in high-profile crimes became critical. The agency adopted Cellebrite Pathfinder to provide a comprehensive view of complex digital relationships. 

“That is a totally different view of things when you can analyze more than one phone at the same time,” the specialist explains. “When you throw it into Pathfinder, it comes to life because the link analysis really shows you what’s going on. How Person A called Person B and Person B tried to call Person C many times on a different platform”. 

Case Study: Following the Digital Money Trail  

The agency’s investment in AI-driven tools proved vital in a complex narcotics investigation. Investigators needed to track funds to determine if suspects were helping a drug smuggler finance an international operation. The suspects were exchanging specific amounts of Iceland’s currency, the Krona, to Euros. 

Upon investigating devices linked with this case, the office utilized Pathfinder’s AI-powered “find similar” feature to identify bank receipts across multiple devices. 

“Instead of looking at every picture that was involved in a group of different phones, we utilized the system and it showed all these types of bank receipts, and then you just gather that and compute and calculate how much was involved,” the specialist notes. This capability allowed the office to efficiently calculate the total sums involved, assisting significantly in building the case. 

Furthermore, the agency utilizes AI for geolocation verification. When analyzing images, investigators ensure rigorous human verification of every AI finding to confirm that a person’s location aligns with the metadata provided by the image.

“I just make sure that the data is available and the person that needs to be reviewing the data has the tools and techniques to do that,” says Guðnason, reflecting the office’s collaborative approach.
