Managing CSAM Investigations at Scale: How AI-Powered Triage Is Transforming Child Protection
Technology in service of the investigator. Always.
The volume of Child Sexual Abuse Material (CSAM) reaching law enforcement is at a historic high, and it continues to grow. Online platforms, encrypted services and dark web infrastructure have enabled production and storage of CSAM at a scale that was unimaginable a decade ago.
For the investigators and examiners tasked with processing this material, the challenge has never been a lack of commitment or capability. It is a lack of tools designed to operate at the volume and complexity today’s caseload demands.
The Scale of the Problem
According to the National Center for Missing & Exploited Children (NCMEC), the CyberTipline received 21.3 million reports of child sexual exploitation in 2025 — including more than 61.8 million associated images, videos and files. CyberTipline reports span a wide range of harms, from online enticement and sextortion to trafficking, and child sexual abuse material (CSAM) remains one of the most common report types. The picture is just as urgent closer to home: the UK’s Internet Watch Foundation (IWF) assessed 451,210 reports in 2025, of which 311,610 were confirmed to contain or lead to CSAM — a 7% year-on-year rise equivalent to one confirmed report every 101 seconds. Eighty-seven percent of CSAM investigations now involve encrypted devices. Traditional manual review workflows were never designed for volumes like these.
- Case backlogs are growing across investigative units in Europe, the Middle East and Africa (EMEA)
- The average time from referral to charge is increasing year on year — a gap reflected globally: in the first six months of 2025, U.S. Homeland Security Investigations alone received more than 500,000 CSAM-related referrals, and acknowledged that this volume cannot translate into a commensurate number of investigations or arrests (HSI Cyber Crimes Center, 2025)
- Victim identification is delayed by processing bottlenecks
- Investigator attrition is increasing, driven by exposure and burnout and compounded by the sheer volume of material requiring manual grading
Behind every processing delay is a child who remains unidentified and at risk. Delays in device examination and image grading extend active abuse situations. Perpetrators remain active during protracted investigations. And the people doing this work carry a real cost: peer-reviewed research confirms that CSAM investigators score significantly higher on PTSD measures than non-CSAM law enforcement peers (Burns et al.; Perez et al.), and a 2022 study of specialist ICAC units found that only 62% of agencies provided confidential mental health services for their staff (Child Rescue Coalition, 2022). Recruitment and retention in specialist units is increasingly difficult, and officers well beyond those units — in CSE, drugs and organized crime roles — increasingly encounter this material without specialist training or tools to handle it.
Every case involves a child — a victim, a subject without a voice. Every delay is a child at risk. Manual triage alone is no longer enough.
What AI-Powered Triage Changes
Artificial intelligence and automation do not replace the judgment of trained CSAM investigators. They amplify it. By handling volume and legal grading tasks — assigning material to Category A, B or C in line with charging standards, and producing court-ready descriptions — AI-powered triage speeds up how quickly investigators can locate and present the evidence that matters, freeing professional expertise to go where it has the greatest impact.
Agencies that have implemented automated triage report four times as many cases closed per investigator per year, and a 60% reduction in case processing time.
Cellebrite’s Approach
- Automated hash matching identifies known CSAM material instantly against global databases, including NCMEC, Project VIC and PhotoDNA, without requiring manual review
- AI-powered categorization uses machine learning to pre-categorize material by severity and type, giving investigators a prioritized queue rather than an undifferentiated volume
- Intelligent de-duplication identifies and consolidates duplicate material across multiple seized devices, eliminating redundant review
- Welfare controls — configurable exposure limits, automatic blurring of non-evidential content and session logging — protect investigator wellbeing
- Victim identification support integrates with leading international victim identification suites to accelerate the most critical outcome of any CSAM investigation

Protecting the People Who Protect Children
No conversation about CSAM investigation tooling is complete without addressing the welfare of the investigators who do this work. Cellebrite treats investigator welfare not as an afterthought, but as a core design element.
Our solutions include built-in session limits, automatic content blurring for material that does not require direct review, and detailed usage logging to support line manager welfare conversations. We work with welfare professionals and occupational health leads during implementation to make sure the platform supports — and never undermines — the duty of care your agency holds for its people.
Begin the Conversation
Decisions in this space are never made quickly or lightly, and Cellebrite is committed to supporting that process at whatever pace is right for your agency. We invite CSAM investigation leads, forensic examiners and child protection unit commanders to a confidential, no-obligation briefing — not a generic sales conversation.
That briefing includes a private thirty-minute call with a dedicated regional CSAM specialist, an honest assessment of where automation adds the most value in your specific context, a welfare-led approach to implementation from day one, and peer agency references available on request.
